The F1 teams were banned from researching or working on the designs of the 2026 regulation cars until January 2025.

Engine manufactors were the only ones who were allowed to start on the 2026 regulations before this date BUT their work could only focus on the engines

I know Williams have been focused on 2026 only, as soon as they were allowed. Their start to the season was better than expected, but they have still stuck to their guns and are only developing towards next season.
